The implication seems to be members of the royal household (both kin
and those who are in service to kin). IMO Sartar is the
wyter/guardian being for the kingdom.

If its a wyter think Blessing, Awareness, and Defence. I think that
one blessing is likely to be an equivalent to that old RQ
spell 'City Harmony' call it Bring Harmony perhaps. Magic for
making/repairing buildings and roads also seems likely.
