His actions as described in KoS do seem to have had a *lot* of Issaries implications. Trade routes, alliances, communications, improving travel, magical mules: he's never stated as having direct links to the cult of Issaries, but there's a lot of circumstantial evidence.
BTW, wasn't there once supposed to be a link of some sort between the cult of Sartar and that of Geo?
