My though process on city assignment:

-Wilmskirk federation includes the Locaem, the "spear tribe," also it has a very major temple complex, by implication greater than the other cities, and I would be inclined to think of major mojo magic as a "spear" function.
- Jonstown includes the most war-like tribe, and even in Sartar's time it must have been apparent that the most likely direction of war would be north. That could be the argument to want your shield there, except that....
- Swenston is the 'shield' against the Praxians, including in its ring the Pol Joni, who were created in part to be the shield against the praxians.
- I don't see creating your "sword" last. - The Colymar have certain magical associations from being the first tribe, but for all the glories of their history aren't really the best known for their wars, but are known for their magic, something you would maybe want in your back boy.
- The durulz could make major contributions, but could not be counted on to either attack the human's foes or to work hard to shield the humans from most foes. So you don't want them as part of your sword or shield.

Now, you could argue them any different way, and it probably doesn't matter much. However you wanted them for your game, you could use....and in fact there could even be different groups in your game that view this differently!
