Inefficency and incompetence by the besiegers perhaps. Historically it required a lot of troops to cut off supplies to a town or city. If the lunar general believed he could take the city by assault he might well not have blockaded it particularly well especially against magical delivery of supplies. Would make an interesting game if the defenders have several Heroquests they could use and the besiegers have to deploy limited magical resources to block all routes.
