At a base level, Heortlings are those that follow the laws of Heort, as laid down during the Darkness/Dawn Age. Alakorings follow the laws of Alakoring Dragonslayer, who fought against the EWF. Priests have diminished power in Alakoring society. The Orlanth Rex "Weaken Priest" feat is from Alakoring. (The Cultic stuff is much more complicated than shown in the main book, TR has more on the various subcults of Orlanth).
