Well that depends on how you look at it. Carmania and Spol are parts of the Empire, so Spol is ruled by the Emperor. So far as I can tell Spol itself is ruled by native Spolites (Yolanela being de-facto ruler, with one of her sons ruler in name). The Carmanians are in the middle - the Satrap of the Western Reaches has authority over Spol, but is subject to the Emperor.
