Wrong. Balazar was made blank because in the days of RQ3, it was found that when converting it for RQ3, it couldn't be fitted in with the carefully planned RQ3 publishing schedule for describing glorantha (i.e. it would have come out before the projected World of Glorantha). So they decided to make Balazar a blank land and Griffin Island a gateway supplement.
Even after that decision was made, Greg had great difficulty in remembering that Balazar was a blank land and numerous references to it appear in the prefinished GRoY and the FS both of which came a few years before hero wars did.
