It's not that Chaos doesn't have a place in HQ Glorantha, as much as its looming on the horizon. A key point about Chaos is that it starts with someone, somehow, violating the "natural order" such as rape, injustice, etc. that creates it. Chaos, at its "best" is used thematically as an example of karma, of actions or irresponsibility coming back worse threefold. At worst, Chaos is simply used as an endless supply of monsters to beat back without any sort of look into how it came about.
Another great thing is what one group considers to be a violation of natural law and another group's can differ greatly. The difference in interpretations is part of the fun.
