The houses are a Dara Happen structure, so all Dara Happens of any importance are members of a house.
However Dara Happens are only one Lunar culture - Rinliddi culture is based on nests, Tarshite culture is based on clans and tribes.
Satraps can be of any culture although the majority appear to be Dara Happens. Whichever culture they belong to they aren't going to become a satrap without a heck of a lot of community support so their house or its equivelent will be very important to them.
