NB: The Rokari (Rikard's lot) know and hate the Vadeli from way back when (all those Brithini libels kinda sank in). But the Lunars don't know them yet. I think it's plausible that a Vadeli could have social contacts with Lunars.
(In one of the runs of "How the West was One", the Lunar ambassador made the Vadeli their preferred trading partners for links between the Empire and the West. They didn't know how badly this would be received).
