The usual thing is "Contest+xHeropoints, or 2x HP and no contest".

Hmm, let's see...

Contest: Attune <Rune Metal> item
Appropriate Ability: A tough one. Perhaps the ability most likely used with the item, so a fighting skill for a weapon/armor, lockpicking for lockpicks, etc.
Typical Modifiers and Augments: probably none. Resistance: 7x Item bonus sound good? (So a "+3" Sword would be a 1w resistance). Iron, of course, is doubled. We'd want something that makes it not impossible for a beginning player to do, but not totally irrelevant for a seasoned hero.
Complete Victory: You may attune the item for 1 HP. Any other Victory: You may attune the item for 1HP/basic bonus point of the item (Iron *not* doubled this time, unles you want an Iron sword to cost 6 HP!)
Tie, any defeat but Complete: Nothing happens Complete defeat: You have offended the metal, and cannot ever attempt to attune it again.
