Not strictly speaking true. Knees and below are off limits because of too many fighters with long term knee damage from taking percussive blows to the side of the knee. Forearms are legal targets, but hands are off limits because they are too easy to break.

When fighting with similar length weapons, attacking the shin does require being slightly closer than you need to be to hit the opponent in the head, so I generally hit them in the head...
