As I mentioned in a previous post, Vanganth is one of those cuts where "initiate" doesn't make much sense. I'd say Orlanthi All Vanganthi are devotees, rather than Initiates. However, an initiate *can* inprovise a named feat within an Affinity at -10 (-5 for concentratees). So they can fly, just not very well (Flight at 12 or 7, depending on your concentration status).
