I gather they found the mail ready-made for some industrial or military purpose, and "just" had to shape it a bit. So the ring-shaping was presumably done mainly by machine, and they may well have used standard steel for the "sewing" for all I know.

It's the RW equivalent of finding some impregnable magical armour in a Dungeon, and wondering how to alter it to fit. No doubt why much magical armour magically resizes itself - it's useless to the players otherwise.
