Myara met and married a promising member of the city guard called Thandren (from the Tovtaros Tresdarnii), who was being passed over for just-promotion because of his Orlanthi religion.
Harvar and Myara's 'Union'
The exact details of their union is only known to Myara and Harvar but it is
known that he came back to his chambers drunk one night and 'something
happened'. Soon afterwards, Harvar arranged for Thandren to be promoted to
sheriff of Ironspike (which IMG the Tresdarnii rule with the Cordali and
Priderni also resident) thereby killing three birds with one stone (placing
Myara far away from Alda Chur, editing Thandren out of the city guard and
increasing Thandren's estimation of the Duke).
It took 11 years for the knowledge of Priya's birth to come to Harvar; he then 'arranged' for this embarrassing evidence to be cleaned up (by a third party who were disposable). The result of this first attempt was the 3 year old sister, Zakiya, dying.
Several years and a few failed attempts on Priya's life later, Harvar's own offspring are showing nowhere near the promise {big understatement} he wants and Priya's reputation has gained her a good deal of respect from the Duke (privately of course).

Having had a brief look at KoS it seems to me that it all depends on the exact status of Harvar Ironfist's relation with Priya's mother. If it's just a simple case of a one-night stand or a short affair (as seems to be the case)then I'm pretty sure that paternity is not an issue and Priya belongs to her mother's bloodline whoever her (biological) father was. But if some sort of marriage was involved then things become more interesting and there is a possibility that Priya at least has a claim to be of Harvar's bloodline. If the assassination attempts are connected to the blood relationship then it is likely that there is a complication of that sort involved.
(BTW I can think of at least one published scenario where an unknown blood relationship is a plot point - so whether membership in a bloodline is decided birth or rearing seems to be a YGMV issue).
