The Lunars arrest everybody they find worshipping Orlanth. Since the Lunars are primarily within the cities, people are free to worship Orlanth in the rural areas. If there is a massed gathering of Orlanthi, then the Lunars will send troops to disrupt it.

That isn't happening. Most Orlanthi still worship the subcults as part of Orlanth.

The situation is Tarsh is the result of over a century of Lunar influences. Sartar has only twenty years of such influences within the cities and is nowhere near the Tarshite situation.
