Although I have no inside knowledge at all, this is what I think.
The Heortlings are an important people to the currently developed parts of the setting - so there is a fairly strong incentive to have something available,
On the other hand sales are really dependent on either the player base expanding or producing something that existing players want to buy. I would guess that it is more likely that the existing books would be offered as pdfs in the short term (if E23 works out), possibly followed by a single volume in the new format containing revised material distilled from the old books. Since the new format books have roughly half the page-space so there isn't much room for expansion - although maybe some of the material from Barbarian Adventures or a Kolat Tradition writeup could appear.
