The requirement for a coastline is the most limiting factor, IMO. Much of Glorantha's coastline is either civilised or reasonably close to lands that aren't. I can't really think of anywhere that fits all of those requirements, but:

If you're willing to have an inland sea (no salmon as such) - Garsting, eastern Charg
If you're willing to go away from a coast altogether - wild Fronela, upland Ralios
If you're willing to accept a colder climate - the coastline of Winterwood, the coastline of Pent
If you're willing to accept civilisation within at least moderate reach - the coastline of the Kingdom of Ignorance, Umathela

Tweaks can always be made to details of some of these regions to make them closer to what you need. There's no plans to explore any of these regions in official publications any time soon (that I know of) so changing things shouldn't be a problem. YGWV, after all.

Personally, I think Garsting, by the Elf Sea, is your best bet. There's no reason they can't have some sort of unique salmon-like fish there, that happens to like inland seas.
