A benefit that requires a lot of people to work together to obtain, and which lasts for quite some time (years), which expirs somewhat randomly? It sounds like a heroquest to me!

It could be a fairly straightforward quest, which is done *here* both because this is the right holy place to do it from (+20 crossing bonus), and because it is inherently a local bonus....something like it affects the cattle who graze on Yarenald's Hill, nourishing them better and making them healthier.

It could be smaller than clan level, because it could be that three steads--possibly coming from different clans--that all have grazing up on the Hill--it being a substantial hill, that is why it is a boundary between clans.

So they get together and perform some relevant ritual first, to boost the questers, then they all give community support to the quest.

Added bonus, the players could first just be at the ceremony, could then later in the campaign be the questers. (note that any given quester can only do the quest once, per se, so each time it probably has a new group of questers. There may even be a contest to figure out who will do the quest before everything else).

Note that the rules already have rules for people giving "negative community support."
