I have ideas about a strange Aeolian clan in the area, based on an island or peninsula in Kjartan's Pool. There were such lake-based settlements in northern Germany. Make them dominantly fisherfolk and orchard gardeners, have a secret connection to some Wilmskirk city folk. Maybe "clan" and "Aeolian" aren't terms that get together too well, but then make it a guild or whatever.

Note that this idea predated my knowledge about that healers' heroband further upStream. They needn't be mutually exclusive, or may even be connected. Point is they are hidden. You may chance upon them now and then, but you won't reliably find them.
