I don't disagree that rising to heights is not a matter of devotion, but political skill. In fact I agree. I'm just saying that the time required for devotion means it rarely happens without the support of a community, and that a community will usually reserve support for people who fulfill leadership or specialist roles. The ploughthane, the bloodline patriach (spakeman), the stead godi may well be devotees, but the average carl is not.

Perhaps better: not all godi, priests, or thanes are devotees but most devotees are godi, priests, or thanes...
