yes I have - brought up a Catholic in rural Ireland in th 1970s and went to a boarding school run by Carmelite priests.
Strictly speaking, senior members of the hierarchies could give as many orders as they wished... The problem is getting people to follow them...
Getting back somewhat more on-topic, IMO, the only way for a hero to get non-player characters to obey them is to spend the hero points on relationships. Depending on title, status or reputation should lead to the narrator (eventually) giving the hero a nasty surprise...
