There is also the "it's easier to get through to the God Plane here" factor - natural Power Spots are made into Temples simply because its easier to contact your God there. It might not have been any place of mystical importance, but if you only need to get through a 10w barrier intead of a 10w3, then you'll most likely make that into a Holy Place and figure out *why* it is later.

I'd even suggest that certain types of places are minor powerspots jsut by virtue of their location - Hilltops and Orlanth worship, Underground and Ernalda, etc. maybe not *all* hilltops are power spots, but enough are (that lead to orlanth's realm) that it's always a good idea to scout the local hilltops to find the "best" one.
