Axe are definitly one of the most important tool for all culture that have a winter because you need to make fire and to make fire you definitly need wood (at least until around 1800 or more). And Axe is the tool for wood working. Thus most of the men and even boys learned to use a axe because it's a matter of survival to use it. No secret that when you don't have time to train warrior for battles you try to give them the weapon they have and know how to use. The weapon axe and tool axe are pretty much the same. I used to cut wood for my family in the past (being son of a farmer) and I can say that the way the axe cut wood it is really not a problem to use it as a weapon. In "reality" the 2 bladed axes we see in some movies were not so much used and it was more the hatchett or the wood axe (2 handed) that were used pretty much because they were the "useful" axes of your work.

  Oen object may not serve the same purpose, and they may even call   axe-weapon and axe-tool by different names. But axe-tool has been around   for such a long time in various forms (neolithic in the RW) that I'd be   very surprised if they didn't have them.
