Are the Lunar administrators in former Orlanthi areas especially repressive? If so, is this because they are bad and cruel men? Or is it a kind of utilitarian policy designed to accelerate the Inclusion of the Orlanthi? Or is it Dara Happans getting back at the followers of the Rebel Gods?

Or is it Something Completely Different?
