A horse walks into a tavern in Prax...

...and the bartender says...what?

All jokes aside, two adventures I'm currently running involve outsiders operating among the Animal Nomads of Prax. As we all know, horses are taboo among the locals, and they do't take kindly to strangers bringing them in. However, I've come across some sources (mostly latter-day RQIII products) that mention, for instance, the reintroduction of horses among the Yelmalions of Sun County. Then there are the Pol Joni, who have always been loathed by the Animal Nomads, but still maintained a presence to some degree or another in Prax. And, of course, there are the Lunars, who, as conquerors, may see fit to do as they please (would they dare ever alter the Survival Covenant by experimental heroquesting?).

So my question is this: How extreme would be the reaction to a horse-rider in Prax anytime between about 1611 and 1625?

I imagine reactions would vary from place to place and person to person. There will always be radical extremists who will lash out violently against horses and their riders, but I imagine the majority of day-to-day Praxians would just mutter, grumble, and curse. Also, I imagine the closer one is to Lunar-occupied territory, the safer it is to keep and ride horses.
