I Aggree that all person have Fear Dragon , written or not. If you are not likely to have even a description of a dragon in your culture you'll probably not have it written. But anyway when someone will prove you it exist and describe you'll start to have.
Let not say that all person in Glorantha (except berserker engaged in berserk trance ?) when actually facing a real dragon will be afraid ... even Kallyr I imagine. Overcoming this fear might come from other abilities like (If I want to have Free Sartar I have to do it xWy). I never narrate this part yet but If i Do I imagine I'll play on the fact that they will hesitate and be afraid to make the player feel how brave it actually is to get this close and even braver if they go inside.
Getting in this quest and approach the Dragon is actually enough to be famous for centuries.
Like all the background heroes that are still remembered thousands of years later in real world.
