My reading is that any website that meets the requirements for the informal license requires no more than email notification of the site's existence. Issaries can say "no" in which case you would have to take the site down until you could get a formal licence.

The section on websites explicitly requires that the owner: '... directly notifies ISSARIES of the site to the physical or email address provided in the "Policy for Online Fan Sources".'

I interpret the wording at the start of the section - "Issaries grants..." as stating that the license is granted by default, provided the rules are met, although Issaries is free to decide that the site requires a formal license or is unacceptable as is.

There is in fact a strong case for Issaries to take a very lenient view on websites. Issaries cannot afford to take a lot of time approving material and I cannot believe that they want the inevitable loss of goodwill that comes with long delays.
