I don't recall any such culture. Glorantha is chock-full of magic.

Heortlings (and perhaps the entire Barbarian Belt) are one of the few cultures where "everyone" initiates. Even among them, I think you could concentrate on the here-and-now magic, still attend every Orlanth and Ernalda holy day, and just accept that no god of the pantheon has called you.

Other cultures may prohibit you from certain forms of worship. A Ramalian peasant or Fonritan Blue might not *have* an actively-worshipped divinity to turn their back on. A small community anywhere may think it perfectly normal to worship the rock in their meadow.
