And this usually works well (in my limited experience), and in fact contributes to the friendly and relaxed atmosphere of the con. Remember that Tentacles is around 150 rpgers, more or less evenly divided between CoCers, Eternal Champions and HeroQuesters. So the number of Gloranthophiles looking for a game (as opposed to drinking, otherwise socialising, strolling down the hill for kebabs, seminaring or trying on freeform costumes) at any one session will not be great.
Under this system, a module that can run with anywhere between 3 and 6 players is a real bonus. And if you're running something that requires large numbers of players (say frr ex, 5 ducks and 5 baboons), start recruiting early. :) In fact, ask the super efficient and unfailingly friendly organisers to treat it as a freeform.
