When I was hunting for an assassin cult for one of my players, the idea of Humakt as Assassin from up in the Empire came up. I think it's do-able. But the Lunars seem to have death covered pretty well with some of the Natha things. And they do have an assassin cult. As for the "honorable war" thing, they've got YT.

I'd lean that it is a bit of a foreign cult, but then Humakt is always something of an outsider. I do think I agree that some version of Makla Mann (although maybe not him, and I can't remember the spelling) would work. Unquestioning loyalty to the right superior kind of thing.
