Esvular is an earldom within the Kingdom of Heortland.

Not much. Esvulari are passive compared to the Sartarites and hence the Lunars don't need much force to keep them in line.

Again, not many compared to Sartar or northern Heortland. Most soldiers would be en route for rest and recreation at Casino Town.

No. It would be a waste of military resources when the Esvulari are willing to do whatever the Lunars want.

They could. But this would result in intense discussions between the Esvulari authorities, their imperial advisors and the troops that actually did the arresting. There would be a fair amount of horsetrading going on, with some captives transported as slaves to
work on the Siege on Whitewall, others held in detention until a large sum of money is paid while some are simply bound over to keep the Peace.

They have begun preaching. Actual influence among the Esvulari is still a few years away.

There are other Malkioni in Heortland besides the Aeolians (but the Aeolians are dominant in Esvular). The Lunars are attempting to use the Malkioni to rule the Orlanthi and using the Malkioni against each other to stop a given Malkioni sect from becoming too powerful.

Although Bandal Tigerbane is King, real power rests with the Imperial emissaries, who would be agents of the Governor-General, the Provincial Governor and the Church of the Seven Mothers.
