Why, everyone* knows that the ducks are the third leg of the Two-Legs Alliance. The Bird-Lizard Tribe and the Ostrich Clan are the two legs that are known to be in this alliance. Since they are birds, the third one must be as well.

Further, everyone* knows that the Golden Age elemental cycle for the Praxians was Earth-Water-Sun; that the Ostrich were the sun birds; and that the Bird Lizards were the earth birds. This leaves an opening for the water birds.

Hence, the mythic place for Ducks in Prax. They once pulled the great water spirits' chariots across the Garden, just like the Ostriches pulled the sun and the bird lizards pulled Ronance.

Well, no, actually, everyone* knows the Ducks were beasts, much like the Ostriches. Sadly, they seem to have lost their riders. They made up for this by keeping their (limited) intelligence.
