That's certainly one place you'll find the half-horses, but IIRC Donna Barr's 'Stinz' series of comics came first. The series is still coming out occasionally but her world has recently suffered a very strange transformation and got a lot darker.

My answer to Nick assumed he was already familiar with the comic series but missed the special. Donna Barr completists have to get used to tracking down her work in all sorts of places.
