When my group first created Hero Wars characters, one guy took an Issaries devotee with the skill 'Baffle Lunar Bureaucrats'.
I said 'Yes'. Possibly I should have said 'Yes, but you'll also have to invest one of your skills in read/write New Pelorian.'
