My reasons for blaming the Scorpionfolk plague on the Lunars are:

  1. The Lunars invaded the Holy Country in 1605 but were defeated.
  2. The Lunars are fomenting war between the Holy Country and the Ditali as early as 1609.
  3. The Lunars are planning an assault on Karse as early as 1610.
  4. The Lunars killed the Pharaoh in 1616.
  5. When Broyan reappears after the fall of Whitewall, Tatius releases a horde of monsters from the Print.
  6. When the Telmori revolt against Argrath, the Lunars again release monsters from the Print.

If the Lunars can reach as far as Ditaliland when the Pharaoh was alive, have the proven capacity to release monsters from the Print later on as well as the motive, then the preponderance of evidence indicates they were responsible for the 1617 plague.
