The Persians made sure that regiments would be more likely to support the imperial side in any province by stationing troops from a different province. Don't know how long a particular unit would be stationed anywhere, though. Seems to have worked, and maybe the Lunars do the same.
It also encourages the troops to stay with their unit until discharge, as deserters are more easily recognised. Plus, since the grunts will be too poor to marry until they retire (or advance in rank), there's additional impetus to be loyal.
