Wouldn't this depends on the relationship between the army and its hero? An army of 10,000 diverse folk that follow a leader for plundr or because they have to are unlikely to provide more than ordinary support (+1 community support). A host of 100 led by a charismatic hero who they have pledged body and soul to might provide total support (+12).
