A secret network of Pharonic Revivalists is the way I've gone as well. (My campaign is set in Karse in 1619.) Most of my ideas gel with Joerg's.

Remember that in 1619, the Lunars take over Karse. (and by 1621 have taken over Heortland, and are working on Esrolia)
