Following up on my lunar question, I'm curious about how cross-world HQ'ing works?

What I mean is this: in HQ'ing the 'enemies' are sometimes HQers on their own separate HQ intersecting with yours. How does this work with cross-world ones? If I'm an orlanthi doing the HQ of 'how orlanth whacked the Saint', can the saint in question ever be 'really' an invisible god worshipper out for their own jaunt? Or do you only run into people from your own Otherworld?
