I more or less agree with Peter here.

Temples are more often located on an intrinsically holy spot. It is very possible that this is the case for the Uleria temple at Apple Lane. Further, this would explain why none of the surrounding tribes controls the town--nobody wants to be responsible for a place sacrosanct to Uleria!

That is enough right there to attract odd-balls. You can be free of tribal control here? And people will be coming here because you know some people will be desperate for something that they think Uleria can give them (this will be just as much women looking for fertility or love that Ernalda has not helped them achieve as it might be men, I think), so there is a living to made off of the traffic....and by its nature the traffic will be slightly odd, which means odd busineesses could thrive there.

Just my viewpoint.
