I think Peter overstates this. The Alakoringites of south Peloria are or at least were Heortlings. However, Alakoring showed them how to fight the dragons that ruled their lands and powerful kingship magic that returned power to the kings instead of the priests that had succumbed to draconic temptations. Ironically, many Heortling tribes have also adopted Alakoringite ways, but are still refered to as Heortling.

Alakoring did not introduce new initiation rites, new ways of surviving the darkness and was not a cultural hero on the same level as Heort or Harmast. The initiation rites of Heort and Harmast likely remained the initiation rites of the Alakoringites.

The big difference is that Alakoring broke the stranglehold the EWF had on the north Kerofinelan tribes, while the south Kerofinelan tribes were freed by themselves. As a result, Alakoring is a much greater hero for the north Kerofinelans than for the south Kerofinelans.
