Crime and Punishment in the Empire

In the scenario "Rune Metal Jacket", the Orlanthi rebels construct a number of Cursing Towers at a place called Picnic Rock. These have windsock-like arrangements on the top of them which supposedly blow curses upon those in their path - down the valley towards the Lunar encampment. The hapless PCs are instructed to remove the windsock, and then hang a captured from the tower as a demonstration and warning.

The Lunars could just as easily nail someone up on one to defile it (but then, we wouldn't get the bad pun "Hanging at Picnic Rock").

The towers are described as approximately 15 meters high and made of a number of sapling trunks lashed together as a sort of tripod.
