Where else do you have Lunar priests gathered close to Kethaela? It is a good place to support Jar-Eel's actions from. The Orlanthi don't know precisely what the Lunars were up to, but they figure it was an evil curse or powerful spell that must be responsible for Belintar's disappearance.
