Exactly how I see it. My character was a herder, specializing in watching for dangers to the herds, by way of example. I see Rigsdal Allfather as embodying the parental (or at least the paternal side of parental!) desire to watch out for your family. He isn't watching for dangers so that he can go fight them--although if he has to he will--he is watching out for dangers so that the community has time to prepare for them, and won't get caught by surprise. He knows that when you bring the whole community together (and don't forget that Allfather is also about leadership) it is far more puisant than any individual. By keeping careful watch he gives the community that time.

The one thing that would make sense to add to that particular cult combination, IMO, is some sort of "organize watch" ability or feat. Allfather, to me, means using your skills to lead a team, more than doing it all by yourself. Hence I think Rig-AffF followers should logically have some ability at organizing a number of people to keep watch, on the theory that one person can only watch so much.
