The Esvulari certainly share many ancestors and much of the material culture of the Hendriki. IMO there have been conversions in either direction during the course of centuries, and a cross-pollination of ideas and fashions.
They also share some features of the God Forgot culture, and probably some ancestors there, too.
They will have settled in cities where there will be enough demand for their specialisation in certain crafts where tolerance or the level of protection is high enough. In my Glorantha, this includes Wilmskirk and Boldhome.
(My Glorantha even includes a hidden clan of Aeolians on a small fortified island village in Kjartan's Pool, relying on the memovores to turn off hostile raiders.)

Their religion is no threat to the Lunars, so they won't be actively hindered in their religious activities. I think that most Aeolian communities would take exception at being integrated into the Lunar religion, though. Coexistence is good enough.

No problem in that - the Aeolians are the main source of native nubile Malkioni women for Seshnegi overlords in Heortland.

IMG the Lunar contingent in Refuge (using Thieves World) consists of Prince Orontes, a couple of crack Yanafali bodyguards from Tarsh, and the Seven Mothers temple led by a certain Torchholder. Installed by Fazzur and Moirades in 1621, then cut off from re-supply when Tatius took over and re-arranged priorities, and you can use the Thieves World setting with very few changes.
