In general, I'd work from desired game mechanics first. If the players want a guardian with bird powers, that's what they should get.
In my game, one time the powers they wanted strongly suggested to me a myth I'd been working on, so I gave them that. And since there was a myth, they did a heroquest [*] (and ended up with a much more powerful -- and personalized -- guardian than otherwise). The next two hero bands, we just abstracted everything.
I don't think either approach is better, it depends on how much story time you want to devote.
