It depends on nature of change... petty nobles would initiate a "revolution" that would give them more power over the mob and against their overlords, if the lunar change is oriented towards the mob it is natural that the mob will be happier with change.

Anyway, usually change is oriented to make poor people happier but in the end everyone pays a big cost because of change, maybe orphans will remember who killed their parents even while in Teelo Norri orphanages... And bribing a chieftain might give a better payoff than trying to convince the mob.
