If you look at the RQ2 versions there's no evidence that they were intended to play together at all. About the only link that existed then was the mention of Gonn Orta in both Griffin Mountain and Borderlands. I suspect the lead from the last scenario in Borderlands to Balazar was put in because GM was the only other published work at the time. The original Pavis boxed set didn't have the scenario about the Duke of Rone's townhouse which linked to Borderlands. The Big Rubble was definitely a follow on to Pavis but that was because I think they were originally designed to be a single product.
