Demigods? Not in our campaign, that's for sure! Honest, we played the Borderlands characters that we came up with for 7 YEARS (which was also several years Gloranthan time), and only at the end was anyone really seriously thinking of Rune level. Granted, we did an awful lot of talking around the fights. Even so, getting up to 90%+ in five appropriate skills takes a long time from fairly basic characters, and I would assume that HQ is about the same (still playing RQ). We only stopped playing those characters because it became too hard to come up with people or situations that we couldn't handle too easily from past acquaintance with at least someone involved or allied with the potential opponents.
I also have the vague feeling that Griffin Mountain came out first, as I remember we played there for two-three years before starting over with Borderlands. However, if you don't want to stay with Duke Raus (and the Condor Crags-Gonn Orta scenarios assume that you come back from Gonn Orta's mountain), then going up to Balazar might well make sense.

When in the order the Rubble and Pavis set of scenarios were placed, I ask? Before Borderlands?
In this istance, when the characters arrived/survived til Balazar, they would probably be demigods, given the usual character improvement rate...
